What is the Highly Qualified Professional Residence Permit (PAC)?

The PAC is a residence authorization granted to non-EU foreign nationals who receive a job offer in Spain for a technical, executive, or highly specialized position, typically in strategic sectors or those with a high demand for talent.

It is regulated by Law 14/2013 on support for entrepreneurs and their internationalization, which allows for faster and more favorable processing compared to other residence authorizations.

Requirements

Criteria for Companies and Employees
The company and the employee must fall into one of the following categories:

Executive or highly qualified staff when the company meets certain criteria, such as having over 250 employees in Spain, an annual net turnover exceeding €50 million, an average gross annual investment of €1 million, or assets valued at over €3 million, among others.

Executive or highly qualified personnel involved in a business project considered to be of general interest, provided this condition is evaluated and certified accordingly.

Graduates or postgraduates from prestigious universities or business schools.
